Concession Agreements
Concession refers to the grant of an interest in a public asset by the Government of Liberia or its agency to a private sector entity for a specific period during which the asset may be operated, managed, utilized or improved by the private sector entity. The entity pays fees/royalty under the conditions that the government retains its overall interest in the asset and the asset will revert to the government or agency at a determined time. No concessions are to be implemented without the issuance of a Certificate of Concession. Concessions are granted through the Public Procurement and Concessions Commission.

Concession Agreements must promote one or more of the following:
- Increased government revenue from concession.
- Harnessing of private sector financial, human and technical resources for economic development.
- Competition in the provision of services, supplies, goods or infrastructure and reduce monopolies.
- Accelerate the development of infrastructure, human capacity and the provision of services.
- The growth of the Liberian private sector.
- Partnerships between the public and private sector.
Concessions are granted in all sectors including but not limited to:
- Mineral exploration and mining
- Fishing
- Timber
- Telecommunications
- Electricity, water and other utilities
- Forestry
- Agricultural concessions including plantations
- Oil exploration and extraction
- Development of public infrastructures including but not limited to airports, terminals, toll roads/bridges, shopping malls, etc.
- The grant of special licenses including licenses for imports, exports, services, works or for the performance of functions on behalf of the public sector
- Other sectors as determined by the Minister responsible for economic Affaires

The following entities are disqualified from participating in any Concession process:
- Partnerships
- Sole Proprietorships
- Natural Persons
- Non-for-profit entities and Non-Governmental organizations
- Unincorporated Associations
