Bidding for Public Procurement

Public procurement shall be undertaken by means of advertised open bid proceedings, to which equal access shall be provided to all eligible and qualified bidders without discrimination, subject only to the general exceptions provided.

Most bid proceedings may be national/domestic; however, the Public Procurement and Concessions Commission may employ international competitive bidding procedures when the estimated amount is higher than the value threshold specified in the Schedule or an effective competition cannot be obtained unless foreign firms are invited to bid.

In order to participate in procurement proceedings, a bidder must qualify by meeting the criteria set by the Public Procurement and Concessions Commission, which may include:

  • Professional and technical qualifications
  • Equipment availability, where applicable
  • Past Performance
  • After sales service, where applicable
  • Spare parts availability
  • Legal capacity
  • Financial resources and condition
  • Assessment by the internal revenue authority to ascertain payment of taxes
  • Payment of social security contributions, where applicable
